At 11:46 a.m., Joseph Keegan, a retired Fairfield police sergeant, alerted law enforcement that he saw a black Chevrolet Malibu with no license plates parked next to a mailbox on Law Drive, Fairfield police said.
Keegan saw two men, later identified as Aiioune Gueye, a 25-year-old East Orange resident and Elijah Muhammad-Outen, a 25-year-old Newark resident, dressed in black with yellow reflective vests try to enter the mailbox, police said.
The duo returned to their vehicle and left the scene while Keenan followed from a safe distance until patrol arrived, police said.
Officers located the vehicle on Route 46 West, using the shoulder to avoid traffic and also failed to stop at a red light, police said. As officers approached, the vehicle made a U-turn and became caught in traffic and then drove onto grass to avoid capture, police said.
The vehicle eventually was involved in a crash and came to a rest at a gas station on Route 46 East in Parsippany, police said. The men attempted to run from police, but were soon apprehended, law enforcement said.
The two were charged with resisting arrest and conspiracy, police said.
A search of the vehicle turned up a bin of mail that had been stolen and a wristwatch that had been reported stolen from Houston, Texas, earning the men additional charges, police said.
